


AS6081 applies specifically to independent distributors: companies that source and sell electronic components outside the authorised franchise distribution network. It does not apply to original component manufacturers (OCMs), their franchised distributors, or OEMs purchasing directly through authorised channels.
The distinction matters because it defines the context in which AS6081 is relevant. When an authorised distributor supplies a component, the manufacturer's quality system and the franchise relationship provide the primary assurance. When an independent distributor supplies a component — which is typically the case for obsolete, allocated, or hard-to-find parts — that manufacturer assurance is not present. AS6081 is the standard that fills that gap, defining what an independent distributor's own systems must look like to be considered credible.
The US Defense Logistics Agency (DLA) requires AS6081 certification for independent distributors of electronic components supplying into defence programmes. DFARS 252.246-7007, the regulation governing counterfeit electronic part detection and avoidance for DoD contractors, mandates that prime contractors maintain programmes covering supplier qualification, inspection, traceability, training, and reporting — requirements that AS6081 certification is designed to address at the distributor level.
AS6081 requires independent distributors to operate a defined supplier qualification and management programme. Suppliers cannot simply be selected on price or availability. The standard requires that distributors assess and categorise their supply sources, maintain records of supplier performance, and apply heightened scrutiny to sources that carry elevated risk — geographies or channels associated with higher counterfeit incidence, for example.
This is the supplier segmentation element: the idea that not all supply sources carry equal risk, and that a distributor's purchasing behaviour should reflect that assessment.
The standard requires controls over what is purchased and from whom, including requirements for purchase orders to specify authenticity expectations and for incoming lots to be evaluated against those expectations. The documentation a supplier provides — certificates of conformance, lot traceability records, packaging and labelling — must be reviewed as part of the procurement process, not treated as a formality.
AS6081 requires distributors to plan and implement inspection of incoming components. The scope and depth of inspection is determined by risk: the higher the risk profile of the requirement, the more rigorous the inspection that should be applied.
Critically, AS6081A no longer defines the specific test methods itself. When it was originally issued, the standard included its own inspection criteria. In the current revision, those detailed authentication test requirements have been removed and replaced with a reference to AS6171 — the separate SAE standard that governs the actual laboratory testing methods for electronic component authentication. AS6081 now governs the distributor's overall programme; AS6171 governs what the testing looks like when it is performed.
When a suspect counterfeit component is identified, AS6081 requires defined procedures for quarantine, investigation, and disposition. It also requires that confirmed or suspect counterfeits be reported to industry databases, including the Government-Industry Data Exchange Program (GIDEP) and ERAI, so that the broader supply chain can be alerted.
This is the point that most procurement teams miss, and it matters significantly.
An AS6081-certified distributor has demonstrated that their business processes, supplier management practices, and quality system meet the requirements of the standard. Third-party certification bodies audit against those requirements and issue certification when they are met. Approximately 80 distributors worldwide held CCAP-101 accreditation — the strongest third-party-audited credential in this space as of 2025.
What AS6081 certification does not confirm is that any specific lot of components has been physically inspected or tested. The standard requires inspection planning and risk-based inspection, but certification is awarded at the company level, not the lot level. A distributor can be AS6081-certified and supply a lot that has received only basic visual inspection, or no inspection beyond documentation review.
If you need components physically tested — visually to IDEA-STD-1010 criteria, by X-ray, or by electrical characterization; you need to require AS6171-compliant testing explicitly in your purchase order quality clauses. AS6171 is the standard that defines the specific test methods, sampling plans, and pass/fail criteria for component authentication. Requiring AS6171 is what triggers the actual testing; buying from an AS6081-certified distributor alone does not.
When sourcing from an independent distributor for a high-risk or critical application, the questions to ask are:
Has this specific lot been inspected, and to what standard? An AS6081-certified distributor should be able to tell you what inspection was performed on the lot you are purchasing, not just that they have a quality system in place.
If laboratory testing has been performed, which accredited laboratory conducted it, and is the lab name disclosed on the disposition documentation? For AS6171-compliant testing, the laboratory should be ISO 17025 accredited for the relevant test methods.
For defense applications, does the distributor's programme address the twelve criteria of DFARS 252.246-7007? AS6081 certification is a strong indicator but should be confirmed against the specific DFARS requirements.
AS6081 sits alongside several related standards that together define the counterfeit avoidance framework for the electronics supply chain.
IDEA-STD-1010 governs visual inspection criteria for components in the open market. AS6171 governs laboratory testing methods for component authentication. AS9120 is the quality management system standard for aviation, space, and defence distributors. CCAP-101 is the third-party accreditation scheme that audits distributor compliance against these standards, it is more demanding than AS6081 alone and, where required by a programme, represents a higher bar.
Together, these standards form a layered framework. AS6081 defines what a distributor's programme must look like. IDEA-STD-1010 and AS6171 define what inspection and testing must look like when they are performed. AS9120 defines the quality management system that underpins all of it.
